So, I'm getting a new pre-built rig in the mail (without a dedicated GPU).
Specifically a Core i3 3220, with 16GB DDR3, a 500GB Seagate and a cuteish case.
(Looking, not size wise. It still has enough room for a graphical upgrade. Just not enough for a massive 5970 for instance. LOL)
(With a 120mm rear fan, and 80mm front fan)

On a H77M MSI mobo which unfortunately, has 2 PCI-E x16 but only one is x16 3.0 the other is crippled severely at x4 2.0 making Crossfire a no-go. (Not that skyrim plays well even now with crossfire anyway).

I will be putting in my nicer, Ultra LSP750 in the new machine in place of the cheap-o no-name PSU it comes with. So providing enough power for up to a 470 even shouldn't be much of an issue.

I haven't the money to spend just yet. but the prices I'm seeing are

59$-90$ GTX 460 1GB
93$ GTX 650 Ti
90-100$ GTX 560 and the 560 Ti models

Edit: So it seems even faster cards like the HD 6950 with 2GB (1gb more) GDDR5 memory can be found in the same price range.
Would it be worth it though? I would later on need to upgrade the mobo, and swap cases to crossfire though but right now I need the best "single GPU" solution I can find in this price range. (Used/Refurb units)

They all seem to be within margin of error when it comes to running the game.
(anandtech shows such data, anyway haven't been able to find a comparison anywhere else with the games I desire to play)

My monitor resolution is 1440x900@60hz and I'd prefer good minimums to avoid stuttering and lag, not just good highs but I plan to add a couple graphical mods and crank AA and AF if I can.

Solution

I forgot to remove that from the list when I edited.
The 460 and 560 consistently demolish the 650 Ti.

With the 6950/6970 demolishing both.
I believe I ended up making my choice not long after making this thread. but /can'tdeleteit/.
If you're in that kind of price bracket I'd suggest you look at the GTX750, it's maybe a little over budget but a vey good card for a budget build: http://www.techpowerup.com/reviews/NVIDIA/GeForce_GTX_750_Ti/
Here's how the cards stack up: http://www.tomshardware.co.uk/gaming-graphics-card-review,review-32899-7.html
I don't ever recommend used or refurbished parts, for obvious warranty (or lack thereof) reasons.
Don't expect to run with too much AA on cards of this calibre, even at 1440x900, it's always been the quickest way to slash the frame rate, regardless of card.

Thanks for recommending something way out of price-range that doesn't even provide a tangible upgrade for what I actually need. I'm not going to be running something retarded like Crysis 3.

Regardless, a friend and some benchmarks/reviews have provided the info I needed.
HD 6950/6970 it is.

And I've never had a issue with used/refurbished units.
My powersupply was used (and out of warranty) but it's still kickin hard. As are the other parts that were once mine that I bought used.

It would have been nice of you to provide your budget rather than having us guess it. It would have been good for you to have told us what games you intend to play rather than leaving us guessing (we still know neither).
Better still, why not check the stickies and follow the guidelines there before posting and then getting stroppy because you get advice based on poor information?
Angry rant over.

Only the early HD6950s would unlock reliably, later ones will not unlock at all.
Flashing it to full HD6970 specs often works but plenty of people found it fried the memory in a few weeks or months.
Unlocking just the shaders seems safe enough but it sometimes leads to artifacts because the disabled parts were actually faulty.
FYI my 6950 unlocked very nicely the extra shaders give a useful improvement in performance.
