Reboot and select proper boot device

I just finished building my computer and when I turn it on this comes up: "Reboot and select proper boot device or insert Boot Media in selected Boot device and press a key". What does this mean and how do I fix it?

Solution
It means your HDD or SDD you have selected as the boot drive is empty. No OS on it.

(or you might check to see if you left a flash drive in the USB port)

Enter BIOS and make the optical drive the 1st boot device and the HDD the 2nd. Then open the drive and insert the Windows disk. Save and exit BIOS and as it re-boots, it should check the optical drive for a disk before it tries boot to the HDD.
