I got the same issue as the guy on http://www.tomshardware.co.uk/answers/id-1763491/extremely-low-fps-monitor.html
Quote:
For some reason when I open up a game in full screen mode, my second monitor when showing my desktop will get a massive amount of delay and will get below 1 FPS.

I finally figured it out, it's a windows 8 issue! If you have Windows 8 and you're experiencing these issues, just run the fullscreen application in Windows 7 compatibility mode.
I run games via Steam and changing compatibility mode to windows 7 on main Steam application does not solve the problem.

I changed the compatibility on all the .exe files I have found in steam dir. did not solve the problem

I have DX11 so I assume my game uses it too.

Thats not true most games dont suppourt dx11 and revert to dx9. It completely depends on what the game was developed to use

Exactly. Why I said what I said was because there's a bug in which the 2nd monitor would be half of the first monitor.

well I doubt it. as my game runs at 100 fps stable and second monitor runs video at something like 1fps.

this must be a win8 problem as it started as I moved from win7
