I know it could help CPU intensive games or for video/photo editing but what else is it good for? Does it help with the PC boot time or opening programs up faster?

Solution
besides the obvious CPU and GPU performance, when done correctly and fully you can gain Ram speed, over all communications between parts becomes faster producing a more responsive machine so loading time become shorter. But only barely noticeable. Over all every thing will speed up but there is no substitute for plain ole' faster parts. Like an SSD, in your question, will give way more of a performance boost than OCing the north bridge CPU and Ram.

In many cases if you find your machine has a hard time or just starts to struggle with some programs an OC can help relieve some of the performance issues but if this is the case, at this point you may want to consider a new build in the near future.

If your like me and just want to push...

If your like me and just want to push your parts to there max performance level, warranty's go out the window and parts get OCed right out of the box just to have all the performance I can get.
