Could a faulty surge protector/wall socket cause graphic issues?

Hey guys, so basically about a month ago I was experiencing some really annoying graphics issues. I would start a game, and about 5 minutes into the game, the screen would flicker slightly and eventually just be a screen filled with blue, yellow, or other colored lines. I determined it had to be a graphics card issue because I've tried EVERYTHING to do with reinstalling and rolling back the drivers and even wiped them and started from scratch. I was planning on sending in my GPU for the RMA warranty, but I found that after I switched the power cord from the PSU into a different wall socket (one without a surge protector), I don't experience any more problems. I literally have had 0 issues since and it's been that way for a week. Could it be that the surge protector is crapping out and can't give enough power or something? I'm pretty baffled.

TL;DR Can a surge protector with full sockets or be faulty cause graphics issues? I switched wall sockets and the issue disappeared.

yes most likely the the wall socket that is causing issue.

it can have interfere with you system.the surge protector is now malfunctioning resulting in this.
call an electrician.get it fixed.
