On my motherboard power socket, I just plugged in the 20-pin and left the 4-pin out. Same with the CPU 8-pin power socket: I just plugged in one 4-pin.
How do I know when to power the CPU and motherboard up to its full potential?
What motherboard do you have? Usually you have to plug all 20+4pin ATX and 8pin CPU cables.
If your motherboard has 24pin (not 20) ATX connector then you have to plug all 24pins of the ATX cable and if your motherboard has 8pin CPU connector you have to plug all 8pins to CPU connector.

If the mobo has a 24pin power socket use all not 20 but the 24, also if ya CPU is a 8pin socket use the 8 not 4.. I did that and learnt the hard way, burn out a decent motherboard.
