Monitor signal randomly turning off and on and also horizontal waves

This monitor is NEC MultiSync LCD1700V and GPU is ATI Radeon X1600.
OS is Windows 7. Refresh rate is on 60 Hz.
It happened for a second time now. The first time was at Saturday.
It is really intensive, but does not last for longer than 10-15minutes
Tere is some sort of horizontal wave disortion on the monitor which happens in short intervals.. ~5 seconds of waves, then like 3 seconds of normal display, repeated until it wears off. Sometimes the picture on the screen just completly black out and then turn on and again, again.... When I use on-screen menu then it is displayed completly fine, so I guess it is problem with software, signal or my GPU.

What would be the best way to diagnose this and fix it?
Does it point to some serious problem?
Do you need aditional details?

Ok I found out that this monitor's native resolution is 1280 x 1024 at 75 Hz, while I am using 1280x960 at 60 Hz. That might be the case! I am going to change it and see if it helps.

Well, changing refresh rate did not help. It happened again now.

Any ideas?
