Fluctuating GPU Usage When Playing Video Games

My GPU usage while playing games like nba2K14 will after about a minute constantly fluctuate from 90% to 50-40%, which causes my frame rate to go from around 60-70fps to 20-30fps. It's really frustrating, and I don't know what the cause of it is. I'm not huge on computer knowledge, just enough to play some games casually, so I could be making a very simple mistake.

From researching a little myself, it seems it could possibly be my gpu bottlenecking, but I haven't found a case the same as mine so I'm not sure if this is right.

I also happen to be on a laptop, and I'm dual-monitoring.

If it were a GPU bottleneck,it would be closer to 100% usage all the time.(its working as hard as it can,but still not fast enough for your CPU)

Without your full specs, like Siveshen asked, i can only take guesses,so here goes!

A laptop with frame rate drops and usage fluctuations after a minute of gameplay sounds like a heat issue.
If your hardware gets too hot it will Throttle itself(lower its internal clocks) to produce less heat, thus hurting performance. run GPU-Z or a similiar program to monitor heat when you start the game up,tell us your results.

OR

Since you're running dual monitors, maybe you're running out of vRAM/RAM after about a minute and then your PC has to hotswap textures, thus increasing loadtimes and delay.

Come back with a full PC spec list and gaming temperatures and we can get this figured out.
