GTX 650 = old
R9 270 = my choice
R9 270 will win this battle because actually you can overclock this and the speed will be like r9 270x, want proof ?:

The R9 270 is a great choice and will offer quite a bit better performance than the other 2 choices

8 gigs of RAM is a good choice, but the 6300 not so much, if going AMD at least go for an 8320, and then I recommend OC'ing

building a budget pc , so had to compromise in cpu , my budget is 35000 INR . ( no need of a monitor )

If you're buying R9 270 pair it with AMD FX 6300 as I said the R9 270 if overclocked the performance is like a stock r9 270x, yeah saving money right ?
