Some .bat files are getting opened and some not. Why?

I had downloaded a new server where in that some .bat files are getting opened and some not, though they are located in the same folder.

Depends whats calling them up and if they're being called up. If not they won't do anything

Can you right click and do run as an admin? If they are doing something "dodgy" they might need admin rights.
