in assassin's creed 3 i get at max settings a 20-30 fps rate
in assasssin's creed 4 at max (vsync on) 30 solid fps rate
35 with vsync off but i get a lot of screan tearing even with the amd cathalyst vsync on
the monitor is a 24 inch 1080p 60hz lcd, its old i know
Your monitor isn't bad.
I don't have assasins creed 3 installed right now so lets start with ac4.
Step 1 choose smaa as your anti aliasing
Step 2 Set God rays to low.
Make sure phsyX is not on.
Your fps should go up with the changes & the game will still look good.
