Help my Motherboard won't boot up with 2nd RAM inserted!!

Hey Guys,
This is my first post so please go easy on me..I have been fighting with my mobo for a long time now and I'm unable to find a solution, hopefully someone here will help me out..

The thing is that my mobo refuses to boot up(no post) with the pair of RAM inserted, here are the list of things I have already done to fix the problem
->Interchanged the modules (failed to load)
->Ran with only one module in first slot (works with both modules)
->Ran with only second slot (fails on both modules)
->Ran memetest on both modules (passes)
So thinking that my board was faulty I returned the board to Asus RMA, turns out that 2nd slot had problems, so after waiting for 15 days they gave me a new board as a replacement..I go back home and redo the whole process and bingo! my board starts working, fully recognizing the modules..1 month later I start getting random BSODs , puzzled again I do a lot of workarounds
only to be disappointed! suspecting that my memory was the cause of all this, I took out the module from the 2nd Slot and my PC runs fine again with no errors..obviously the old problem had arisen in the new board..
I gave Asus to see what the problem was, they fixed my board demonstrating me with live working machine! happy to see my board in action, I return home and put everything together..I fire the ON button and bloop! my board doesn't boot up (fans and Psu running) WTF??
What must I do now? I'm writing this with only one memory module! Should I change anything in BIOS (already with latest BIOS)? Someone over the internet said that changing the voltage could work but I have no idea how to do that..I'll be posting you pics of my bios page now

One more thing, I don't understand what NB/HT voltages do or how to change them..please guide!

To reply to your question, first the incompatibility may only present itself when multiple sticks are used. Second the bios for this board is not the same as for the other board, that is where the memory acceptance is determined. Anyway gl with the new board and if it also proves a problem try different memory.

The memory you are using is not on the recommended list for the MB. This does not always mean it will not work but that it has not been verified by ASUS. Since all your issues seem to be centered on using both modules of that memory, I would suggest getting a memory from the recommended list. When I checked the Transcend compatibility list your memory choice is not listed as compatible. Sooo since neither the MB nor memory maker recommends what you got, I would say that is the cause of your issues.

Thanks, if incompatibility is the case then the same should follow for the 1st slot right? I have owned a lower version of this board M4A78T , where both my RAMs worked flawlessly..why wont this work?

I would say the the board is broken / being weird.
Never had this issue and I always buy my RAM off of eBay at the lowest prices.
My current Z68AP-D3 Motherboard has:
1X Samsung 1333MHz DDR3 2GB
1X Elixr 1600MHz DDR3 2GB
1X Apogee 1333MHz DDR3 2GB
1X Integral 1333MHz DDR3 2GB
All support CL9 so running at 1333MHz CL9 (auto / default)

Hmm, It's sad..I have had to run two times for this..I'll get the board serviced again unless someone comes up with a better solution

The only thing I can thing is that the BIOS has some sort or RAM lock thing or that the 2nd slot is screwed.
