Xbox 360 controller to pc have receiver and driver installed still not connecting>>

hi i really appreciate you taking the time to read this and help me out-

i have the wireless usb receiver and correct driver installed i had to working perfectly at one point now a year or so ago now i cant get the controller to connect it just keeps flashing (when it was working it was a few system reinstalls ago)

do you think it could be a hardware issue? where something else is preventing the receiver from working?

let me know what you think and if you need any additional infromation

yes i press the ((( O button on top of the controller and the connect button on the receiver at the same time they blink(receiver) and the light goes around the circle (controller)

the weird thing is after a few seconds its like they are connected the controller light flashes and the receiver stops blinking but the controller doesn't go to the #1 controller light, if i was to press the button on one or the other they would just continue the blinking/circling for a few mins like they are still trying to find the device.

so its weird like they are connected but not all the way... if that makes sense.
