You never specified for us which manufacturer brand of the 780ti you purchased. Not that it would help too much but it would give us an idea of what type of cooling you have built into the GPU alone. Not to mention your case model for ideal of adequate airflow or not.
Well you GPU certainly getting that high... The temps on the VRM are unfortunately normal for the 780 Ti DC2OC.
Basics first, nothing it blocking airflow to the GPU? Not venting hot air into it? Is it just in BF4? Try running other games to see if the temps get that high also.
