What are you talking about? The 212 EVO is not legendary, for one. It's a good budget cooler, but DEFINITELY not legendary lol
The 212x has better heat transfer, and comes with a better fan, and gives slightly better performance.
OP, yes, the 212x will give you good temps and noise at 4.0 for the 4770k. You could probably even increase that overclock to 4.2-4.3 depending on how your chip overclocks as well
