Asus Rampage IV Black new build fails on OS install at same point every time

As soon as the starting Windows (7 pro) starts to install the power shuts down and restarts and fails over and over at same point. Tried two different sources of OS both same.
Rig:
-Asus Rampage IV Extreme X79 motherboard Black Edition
-gforce gtx 780sc
-G Skill 4x 8GB PC3-19200 DDR3 2400MHz Gaming Memory Kit
-Be Quiet Dark Power Pro 10 850W PSU
-2 x 250GB 2.5 SATA III evo 840 (new)
-Fractal Design Define R4 PC Case
-Corsair CW-9060016-WW Hydro Series H105 240mm Rad Extreme Performance All-In-One Liquid CPU Cooler

Also tried a cloned win 7 OS samsung evo 840 1tb drive, fails at same point ! (as soon as the flag appears)

My Greatest guess is maybe a defective drive or cable? Have you tried installing the OS on a different drive?

Yes tried on a 1TB 3.5 inch 7200RPM 64MB Cache SATA3 Hard Drive, same thing

OK found solution. Bios update to latest version and NOT selecting the water cooler setup . Just disable the fan controller.
Make sure if usb install that you use the usb2 as usb3 will not work.
