League of Legends and help for PC parts

I have been playing a lot of League of Legends and my laptop that I have currently is not good for gaming at all. I decided I wanted to build a new gaming pc but I don't really have a clue about the right amount of power I need for the price I will pay. I have a small knowledge about certain processors and graphics cards considering LoL's fps is based off GPU only. What I am really looking for is high fps for max settings on League of Legends and I feel like I can achieve this with less than 1000$ for a desktop. I currently tried building a PC on pcpartpicker.com and so I would like someone to kind of go over my whole PC build to make sure whether Im spending too much money or too little for certain items. Like the above post said, you don't need to overclock a CPU or go extreme for LoL. You could save $250 and get similar performance. An i5 and 760 will max out LoL

No I'd trash that whole thing. The video card is from the previous generation (and is very low end), the motherboard picked out is ridiculously overrated, and you should definitely get faster RAM. I would suggest something like this:

There really isn't a reason to buy a aftermarket CPU heatsink/fan unless you want heavily overclock out of the box. Even the Intel factory cooler will allow for modest overclocks. Later, if you want to, you can add a nicer one anyway without much hassle.

I think that $45 would be much better spent on upgrading to a R9 280x or a GTX 770.

Note that none of this will be essential for playing LoL on highest settings with good FPS. You could build a box costing ~$700 that would amply cover the requirements. What I am saying is that with anything you play, a non-OC'd 4670K will not bottleneck performance. The GPU will be the first thing to run into problems.
