Ultimate FPS Drop After Graphics Card Upgrade

First of all, sorry for my terrible English.

Okay... My video card was one of the AMD Radeon HD 3400 Series a few weeks ago. But now, my video card is AMD Radeon HD 6570 and I have got a SERIOUS problem...

Since I bought my video card, -which doubles my old video card in all ways- my FPS rate gone really really bad... I mean... 6-11 FPS in Minecraft, 10-15 FPS in Counter-Strike 1.6, 9-15 FPS in Battlefield 2, around 9 FPS even in Vietcong 1! This is really really bad.

By the way, I checked every detail in Minecraft... CPU usage never reached 80%. Always around 70%. RAM usage was around 1550 out of 2000. and GPU usage is... As you can see in this Log:

There are really really really so much '0'... I mean... When I get 6-11 FPS in Minecraft, (Which I was playing without any FPS drops before) aren't these numbers unnormal? I need serious help. Thanks. (I will work after 1.5 months and I will be able to buy a new PC after working 2-3 months. But there are a long time ahead)

New : AMD Radeon HD 6570 Series, DDR3, 2 GB of RAM, 124 Bit

Old : AMD Radeon HD 3400 Series, DDR2, 1 GB of RAM, 64 Bit (Not Sure about the full model number and DDR speed of this because this one is not for sale in Turkey anymore)

My Power Supply output is 267 Watts which is low so much and I know about the Power Supply upgrade part, but wont it cause some more problems like sudden shutdowns? Other parts of my PC doesn't require so much Power and I can't buy a new Power Supply.

Vietcong 1 was installed after the GFX Update and the FPS was really low. (You can take a look at Game's ScreenShots. The game is really old)

Drivers are already the latest non-beta versions that are released on AMD's website. :/

BTW... I don't think it is possible, but is it possible to limit FPS or CPU/GPU load as a system option? If possible, could it mistakenly limited? Because having around 11 FPS in EVERY game (Also changing options to lowest or highest changed nearly NOTHING in nearly EVERY game I tried) is really suspicious for me.

I realized that an update (14.4) for my video card was out 3 days ago when I was looking for beta drivers, so there are no beta versions for now. I just downloaded and tried the 14.4, but it sadly didn't change anything. :/

Uh... I just realized something... Any kinda sound render hella' lagging my CPU. As an example, in Call of Duty 2, when I select "Miley Fast 2D Positional Audio" as audio renderer, my pc doesn't have any kinda problem even when I throw 4 smoke grenades and 4 explosive grenade, and explode a tank after that. But when I choose the "EAX 2[...]" as sound renderer, my game starts lagging in the very beggining of any level.

Also, whenever I use any kinda communication programs, -Raidcall, Teamspeak, Skype- My CPU usage gets minimum 70 whenever me or one of my friends talk. What is that much wrong with it? Can't Pentium 4 even handle voice chat or sound rendering alone? If it can't deal with sound renderer, are there any way to reduce the quality of my computer's sound so programs or games will use less CPU?
