CPU Speed Issues

My system is :
AsRock Fatality 990 FX Killer Motherboard
AMD FX 8320 at 4.4 Ghz
Nvidia Geforce GTX 760
1 TB HDD
Windows 8 x64
8 GB 1600 Mhz RAM
My CPU temp with a Hyper 212 before OC was 65C and after OC is 69C. I am not worried about temps. My problem is as soon as it reaches 68C it lowers its speed in task manager. I have tried turning off power saving settings but no use. If this continues my OC is waste. Kindly help me.

Look into as soon as you can. Even though the FX chips throttle @ 70C, they aren't meant to go over 62C.
the Issue is that the CPU is to HOT. The CPU is lowering the frequency to prevent the CPU from being damaged. This is normal and made to do this with the FX series CPU's.

tips to help bring the temps down and keep the OC:

make sure you are using the lowest stable voltage possible for the CPU.
Keep the Cooler clean and fan clean.
have intake and exhaust fans in the case.
remove and replace the thermal paste to be sure it cooler is seated properly, 65°c is high at stock speeds.
turn off cool and quiet and run the CPU fan at full speed all the time.
Keep all wires tucked out of the way and in the back of the case as much as possible.

these are just a few tips that can help But if you were getting 65°c at stock setting something is wrong with your cooling.
you may want to look into a better cooler for that OC.

how did you overclock? did you turn off cool N quiet and disable turbo?

if you overclocked via the tuning software, they tend to apply more voltage than is actually needed, making your CPU hotter than needed.
a good bios based OC would likely help. manually set to 4.4, there's lots of tutorials out there for the settings you want with things like c1e and stepping and the other bios options.

then start backing down the voltage little by little. each time run prime 95 fft for like 20 minutes. if stable lower the volts more.

once you get what you consider stable OC, then run prime blend over night and see if it survives all cores.

ALSO, what thermal paste did you use? good paste can make a 3-5 degree difference. The stuff comes with the hyper 212 is not verygood.
Prolimatech PK3 is much better and also very easy to deal with.

To the fact of surprise that my CPU is running at stock voltages with 22X multiplier in BIOS. At 4.5 it blue screens while testing. 4.4 is the maximum at stock. I will try to look into cooling soon.

Ok. Just to have peace I reduced my OC to 4.2 Ghz still on stock voltages. Now it is the same as 8350 Turbo Limit. But I don't think getting a good cooler for more than a 212 won't be worth it when looking into the total CPU cost. Also after playing BF4 for an hour at 4.4 the system stopped responding suddenly and I know it is because of insufficient voltage. So now at 4.2 and also I will try to replace the thermal paste. 1.300 is my stock voltage. I don't think I can reduce it further. Thanks to all.

All the power saving settings are turned on including cool n quiet. Any problem ? Also I don't know about turbo.
