Computer isn't starting?

i've built my first computer and im still waiting on the hard drive, what i want to know is should the computer display the blue screen and make the beep without the hard drive?

Are there any drives in there now? If you boot without a HDD attached you should see the BIOS logo flash, then a message to the effect of "Operating System not found" or "Reboot and select proper boot device" or something like it
