Why am I getting low FPS?!?!

Hi I am wondering why I get low FPS on GTA IV, (15 FPS) I have all the lowest settings also! I can play CS GO with 50-60 FPS and that game looks much better...
AMD Radeon HD 7450
AMD FX-6100 series
500W PSU
6GB RAM
Gigabyte 2AC8 (AMD mobo)'
How can I raise the FPS? My PC isn't all that bad... my GFX card is really bad ..

That gfx is a CRAP, i would say get rid of it asap.
since u got a 500W PSU, what kind of budget would u like for gfx?

there is no way unless u replace ur gfx.

obviously ur motherboard is older and could not support pci-e 3.0 gfx, unluckily gtx 650 employs a pci-e 3.0 interface. u may need to consider older gpus like HD 6600/6700/6800 series or GTX 500 series.

if ur psu doesn't have 6-pin gfx power supply go for HD 6670:
http://pcpartpicker.com/part/xfx-video-card-hd667xzhf3, it at least may give u moderate performance using 1366*768 resolution (that's what is going on my laptop, of course laptop's 6650M is even weaker); or choose this one w/ 2GB vRAM in favor of GTA IV: http://pcpartpicker.com/part/his-video-card-h667fr2g

or going for HD 6770 or GTX 560 if u have that 6-pin PCI-E connector: http://pcpartpicker.com/part/xfx-video-card-hd677xznfc (HD 6770) or

Means u could run GTX 560 if your PSU support (1). And BTW u may also need to measure the dimension of your rig. If u wanna install a GTX 560 u have to make sure the PCI-E slot has enough length to fit ur card.(2)

Plus since ur rig is manufactured by HP. So contact HP, provide the information of ur rig and double check the compatibility.(3)
