Pc start. a message shows and it says "Failed to initial Phone Control" What's wrong

I'm not the original poster, but I have the same problem and yes, I am at stock speeds.

I have a new build, Asus Z87-Expert motherboard, and installed Windows 7 a few days ago on an SSD with no other failures or messages so far. I have been getting this message when logging into any user account on the system. The message is literally "Failed to initial Phone Control API." (bad grammar and all) and the message dialog itself appears generic, unlike the color and layout of typical Windows 7 dialogs, so my intuition is telling me that the message is coming from an Asus program rather than Windows 7.

So, assuming the aforementioned API has something to do with Asus Bluetooth 'ware, which is the only 'phone' reference that I know of:

When I use the Bluetooth utility, I can use every feature with my phone except one: I cannot download files from phone-to-PC, it fails to show directories or even a file I just uploaded. This may be due to a limitation of my phone (it is an older LG model) or perhaps it has something to do with the failed API initialization. Of course, I may be barking up the wrong tree, by which I mean that the message may have nothing to do with Bluetooth.

Since I'm new to both Windows 7 and this newer generation motherboard, any insight would be appreciated. Thanks in advance.
