CPU and GPU core speeds unstable

Hi, my CPU and GPU Core speeds are going pretty low according to CPU-Z. my CPU is between 800Mhz to 3200Mhz and my GPU is between 100Mhz to 900Mhz so i wounder what could be wrong!?

i got:
AMD Phenom x6 3.2Ghz CPU
AMD Radeon HD 6870
Sabertooth 990FX R2.0

and when i play games i get some minor lags when the Core speeds go down.

It happens always its never on an stable level, my temps on the cpu is usaly around 70-75ºC, is that too high?

Thanks for the help, got new paste on the CPU and it seems to work fine now =)
