Framerate Drops Due To GPU Underclocking Itself

Hello i just started experiencing this problem where my graphics card would underclock itself ive tried everything even if its mine craft it will have trouble i can run almost any game smoothly at 59.4 frames per second for about 5 minutes then my gpu poops itself.
I have a good airflow in my case
updated driver
rolled back to a driver
scanned for viruses with Malwarebytes,avg,norton and windows defender?.
my gpu is at about 60 while its gaming the hottest it has ever gotten was 70
my gpu is a bit dusty but it is only 3 months old.. so its not like its caked with dust.

If the GPU is underclocking without permission then keep it a bit overclocked and when gaming keep the fan of gpu (if you have one) running at 100%. If your card is AMD made, then go to AMD overdrive in Catalyst Control Center and push the slider to 1% or increase the memory clock to say, 10-50 Mhz. Such negligible overclock shouldn't be an issue. The overclock will force the graphics card to run at the specified settings when at max load. If you have an Nvedia one, then I don't know since I don't have any experience with them. Maybe your GPU is bottlenecking. Have you checked if your PSU provides ample power for the card?

I Would Like To Thank Everyone Who Helped Me Out I Found Out That My Cpu Fan Had Some Dust In It Causing It To Not Spin So My CPU Would Over Heat.
