Graphics Card fan 100% speed on boot. Cuts out display while loading Windows.

I've had a HIS Radeon HD 6750 1GB GDDR5 for almost two years now, and havn't had any problems with it since. Today I took my computer apart to clean the heaps of dust out of it, and after putting it back together, I turned it on and as soon as it boots the graphics fan turns to full speed, and I have video for about 10 seconds during the windows 7 loading screen. Then it just cuts out and the computer stays on. The fan speed does not change either. Is my card dead? It is so odd for it to go from working perfectly fine, to hardly working at all just after cleaning it out.
My full system specs are: AMD Phenom II x4 945 3.0 GHz, 8gb AMD performance memory 1600MHz, 640GB Seagate HDD, Pegatron M2N68-LA motherboard, HIS Radeon HD 6750 1GB GDDR5, and a 300w psu.

its most likely an issue with overheating of the card.:o 
take it out blow out all the dust and try again

Okay when I got home today I booted up my computer. Everything worked fine and I got into Windows. I noticed when starting it the graphics card fan was racing at 100% still but as I got to the windows welcome screen it slowed back to normal. I opened up AMD control center and noticed the GPU temp at 51 C. I set the fan speed to 100% and noticed it balancing out at about 50 during idle. I opened Minecraft and watched the GPU temps skyrocket up to 75 C, and a few seconds later my screens shut off. I'm going to take it out as you said and blow out any dust i can find in the fan and heat sink and try again.

51C idle @ 100% fan speed? Something is definitely not right. It should be idling in the 30's, mid 40's at the MOST, at a regular fan speed and not 100%.

Hopefully you find something while cleaning it.

I found the fan and the heat sink fins were caked in dust. I cleaned it out as best as I could, put back in my computer and the fan still raced at 100% and now i'm back to having the screens go off while Windows 7 is loading.

Sounds like it might be time for an upgrade. I've had cards do similar things, and I've never figured out why. I think I've had 2 different GPU's that when I took them out and gave to a friend, or took them out and reinstalled, they wouldn't work properly anymore. It was always with ~2+ year old AMD cards.

I wish I understood why this happens. Maybe someone else will be able to chime in.

Thanks for the help. The 6750 was pretty outdated anyway so I just ordered a newer card..
