My net framework is better than app?

so im trying to launch an app for creating a zombies map for WaW but i get the following error. WindowsFormApplication1 has stopped working. someone told me "The reason is becouse the program requires net framework 3.5 and you have a newer version" how can i support it? thanks

all versions of .netframework are backwards compatible so if you have .net4.0 or 4.51 then you dont need .net 3.5

its possible your missing another dependency like a vcredist or a .net update.
but if your not then its likely a program compatibility issue with win 8.1
