Water cooling, noise and value

Hi everyone.

I'm looking to invest in a water cooler before I do any OC on my fx8320. However, in order to make this agreeable to my partner it needs to be no louder than my current setup. Edit: the current one's a noctua nh l9a. (Sorry, was in a rush) I'll first detail my current ideas and then I'll ask a few questions. Any help with this matter would be greatly appreciated. Chillx

Budget - £75 for cooler, possibly £30 for quieter fans if needed (but further down the line to spread cost)

So from my research it seems that most of the noise comes from the radiator fan(s). Take for example the Corsair H80i. It is listed with max noise 37dbA. If replace the stock fan with two 8dbA fans such as http://uk.pcpartpicker.com/part/enermax-case-fan-uctb12p in a push/pull configuration, I will reduce the noise by more then 50%. Although the new fans only do 1500rpm, having two of them should compensate for the lower speed.

Questions: Is my statement about noise reduction correct?
Is my statement about compensating for lower rpm correct?

If you want to have a quiet water cooled pc, go for Noctua fans. They have a decent cfm rating, and are generally extremely quiet. You can also use sound dampeners in the case to help reduce noise.

Really doubt that, the weakest sound perceptible to the human ear is 0dbA, with relative quiet being around 30. You would need an impressive sound chamber to effectively measure something only 8dbA.

That being said, I have no doubt that those fans will be quieter than whatever comes stock with a H80i. My suggestion though, get yourself a Noctua NF-F12's, hands down one of the best fans for radiator usage, and quiet as. It says between 18-22dbA, which I find much more believable than 8dbA.

Sorry about the delay getting back to this guys. Thanks for both your responses.

Combatmed: Never considered dampeners before. My only concern there is that I only have a mini tower case and I'm hoping to add a second graphics card eventually - therefore I need all the air circulation space I can get. But the Noctua suggestion looks good from ManofChalk's answer.

ManofChalk: I didn't know that - that's interesting. Always assumed 0dbA was simply no sound. But I guess there are different units as I think there's dbV as well. Anyway - thanks for the info and good point about the 8dbA claim! Those F12s are popular on PartPicker. Looks like a good call. As long as they're a lot quieter than the stock fan on my Noctua air cooler. That one's quite noticeable!

How about pump noise? Obviously there's no way of modding the cooler to quieten it - but how loud are the pumps compared to the rad fans? Sorry to ask silly questions but I have never seen/heard a water cooler in operation.
