FPS drop in fear

Whenever I play fear, I usually have 144 fps.

But sometimes the FPS goes down to 30.

And stays there for a while. then after some minutes, the fps goes up again.

Personally I can't play with 30 fps.

What gpu and cpu have you got? If they are a bit weak then a high detail scene will drop the fps way back. Does you pc meet the Fear minimum spec? Provide a link

Dust out the heatsink, check clockspeeds with hwinfo32 while running furmark to see if it's throttling

I have a GTX 690 and a i7 4770k. That's why I am confused.

CPU - 42 degrees Celsius (Nh-D14)

GPU - 65 degrees Celcius

The Logitech's G series. I have the g19s.

That might be the problem.. I think.

That seems weird but easy to test. Can you borrow another keyboard?
