GTX 770 clock and voltage fluctuation

Had this problem for awhile now and have asked around forums many times but no ones seems to have an answer. Here is my problem:

This is taken from sitting idle with a few windows open and I have two monitors. Funny thing is, this doesn't seem to affect performance of any kind yet it does cause idle temps to be 2-3 degrees higher. I just find it very strange, it's as if the power control is going crazy and over adjusting for minor loads. But even stranger again, if I minimize or close all windows except gpuz and sit completely still not moving the mouse fast it will go back to normal. This was taken after sitting still for 30 seconds or so:

This happens under minor loads such as videos, opening windows, desktop tasks etc. but they will become constant when under high load such as stress tests and gaming and there doesn't seem to be any kind of loss in performance when playing games, which is why I find it so strange.
