Corrupt BOOTMGR file, won't boot from disk or any HDD

I was using my computer fine last night, and was wiping a spare internal HDD of mine, and then I turned my PC off and went to bed.
Then I got back from college and it was saying that BOOTMGR is missing press CTRL+ALT+DEL to restart. So I did this, many times without success.

So I got my Windows 7 installation disk and put it in and entered BIOS and chose boot from disk. This didn't work, it just leaves me on a black screen with a flashing cursor in the top left.

The Windows 7 was my only complete OS on my PC and now it's not booting from the SSD or my disk.

What should I do now?

choose boot from CD drive on start up


alternate option(you don't have to go this far,but just in case if you have to):D

if you have access to an alternate computer

make a boot able pen drive

I've tried booting from disk, but that's the way I get to the blinking cursor.

I only have access to Ubuntu currently, and I've only just started using it, do you know how I'd make a new disc or a USB bootable version of Windows?
