laptop won't boot up

Ok so today i decide to install a new copy of windows 7 ultimate from my usb on my asus laptop which had also windows 7 home premium , when everything was done, it did several restarts and that it started to do this strange routine where it starts with showing windows is loading files.. that it shows that windows 7 is starting like normaly and that it shows asus wallpaper something like this http://pichost.me/1711400/ and that all, than it does it all over again.. please help :(

when you get to that screen try running the task manager (ctrl+alt+del) click file > New Task (RUN) and type explorer.exe

You may install something or turn off something before you restart your system. check MSCONFIG if you able to run the explorer.exe
and try to load the normal start up.

thats also a problem, it seems like i can't repair it can't find the usb in the bios, and yes it was working very slow and had many viruses i think :(

damn it, im not sure if my laptop can't find the usb or it doesnt wont to boot it up, i really cant understand wtf is going on :/
