Ethernet cable only lights green in minimal safeboot

Whenever I try and boot normally or in safe mode with networking, the ethernet port will not light up at all. When I boot in minimal safe mode, the green and blinking orange work perfectly fine. The realtek pcie gbe family controller driver installs perfectly, but I'm normal mode I would get code 31 in device manager. Also there is no local area connection in the adapters tab. And the realtek pcie gbe family controller is located located in the unknown tab in device manager. I need help ASAP as I have a research project to do!!! I'm pretty sure the problem started with me being dumb and thinking the pcie thing was for my old graphics card that I replaced and deleted that. The moment I deleted it the Internet cut off and will not reinstall or work anymore. Sorry if it's confusing
 
you don't say which windows your using. if windows 7 I would go into control panel go to system restore and go back to a date before you made a change. this should restore drivers back to that point where it works again. This is safe to do as it will only roll back windows and not change any user files. the only other thing is if your installing the wrong driver. there are lots of small difference between network cards and if the driver isn't just for that model it wont work.

* I have used system restore to undo bad changes I made to my hardware manger before with good results

For some reason my system restore was turned off and wasnt creating any points... i turned it back on but man thats so dumb..
