Help me understand USBs?

1. If a motherboard has four usb 2.0 ports and two usb 3.0 ports on the back panel that means all those ports can be used in any case that can fit the motherboard?

2. If a motherboard has two usb 2.0 headers and one usb 3.0 header then does the number of front usb ports depend on the case? How many usb ports can each header support?

1) Yes. The ports on the back panel are there no matter what.

2) Each header supports two ports. To use them, they need to be either hooked up to the front panel (number+type depends on case) or a 3.5"/5.25" cover.
