Can i buy win8.1 without previous version?

I am building my own pc, and have not yet bought my operating system. I dont have a previous version of windows, so in that regard can i buy windows 8

says Important: Windows 8.1 full version is for Windows 7 users only.
Can someone "politely" please help im kinda in a rush
And why does this shit cost so much.

    Newegg has Windows 8.1 x64 OEM for $99 here http://www.newegg.com/Product/Product.aspx?Item=N82E16832416776 . From what I could tell it is not a upgrade version at least it does not say it it is.
  2. Thank you bryon, would rather have the full version, dont know where this pc will end up in a year from now. oem has to stay with the motherboard.
    I got the idea to call microsoft lol, and yes you can install without ever having a previous version, i asked the girl if they can reword there website lol never gona happen. Also got a reference number incase there wrong and i buy this for nothing.

    That is not true with Windows 8/8.1. Microsoft changed that with the latest editions so you can move Windows 8/8.1 to a new computer if you want. You just can't use it on more than one computer at a time but it is no longer tided to the motherboard.

    Ok, so what is the difference between OEM and full retail version. Can I install the full version on more than one pc?I am guessing you can't. They were priced about the same.
