2.will there be any Bottleneck's?
3.I can buy this card for 350$ used should I its on Ebay
4.how big of an increase will I see from a gtx 660 to this cars? Fps wise?

Thank you

You will be cutting it close with that power supply and it could cause issues with performance, and or damage to your system. I wouldn’t get the 290 unless you get a better PSU.

As far as a FPS jump you should see a good improvement switching to the r9 290. Buying a used GPU is kind of at your own risk though. You don’t know if they Over Clocked the card, causing it to run at higher then recommended temps, possibly damaging the card. It could be hard (or not possible) to have honor any kind of warranty, if it is still even covered. I am not trying to talk you out of it just bringing up some things to keep in mind.

Definitely want a better PSU.
Buying used GPU is crap shoot. Can be fine or not. The card could have been used for mining.
As far as bottlenecks, you will have none. It would be a balanced setup. Much better performance over the 660.
