H100 Problems with Controlling Fan Speeds

I have a M5A97 R2.0 Motherboard and am attempting to control the fan speeds/noise(2600 RPMs and 40 dBa). I am using AI Suite to do this but it doesn't seem to be working, I have tried doing it through the BIOS but it only has settings like "Silent, Extreme", etc, etc. Even choosing new presets doesn't change the fan speed at all, I have my AI Suite set so my fan is supposed to be at 1300 RPMs but it completely ignores everything I throw at it.

The rest of my build is as follows:

M5A97 R2.0
AMD FX-8320
Nvidia GT 610(Yes I know about the botleneck, my 280x Died a while ago)
H100 Liquid CPU Cooler
3 HDDs(WD Velociraptor, Blue Caviar, and a Seagate 500 GB)
750 Watt Thermaltake Smart PSU
8 GB of TEAM Valkyrie RAM
 
the h100 will run full blast unless you get yourself a corsair link to control that h100 fan speeds. The h100 also has loud fans.

The only way to limit the noise is to change the fans out to something like a AP-15 (scythe gentle typhoon); or get that aforementioned corsair link

Can you link me to a "Corsair link"? I don't know what that is and would still like to control the fan speeds. I plan on getting 2 Fractal Design Silent 120 mm case fans. Hopefully that helps. Thanks!

I don't think that is the problem, if my CPU were running hot I would know, it runs at 16 C idle.
