I plug the hhd in. It is being read as an external 3.0 in device manager, however, i cannot access any files on the external hhd. I have been having this issue for a few days now, however, in the past i had the same problem. I unplugged it and left it alone for about a week before i tried messing with it. I disabled and uninstalled the driver both at different times and it did not fix the issue. I have looked for an updated version and nothing has fixed it yet.

Solution
Try extracting the actual hard drive from the Toshiba enclosure and buying a third-party enclosure for it -- any brand as long it supports the drive size and interface.

If you'd run a search on the forum you would have seen this is a very common suggestion for such a problem, then you wouldn't need to ask for help until after you tried it.

Did you change operating systems? If you backed up files using XP then upgraded OS to Windows 8, the Toshiba HHD will not work. You have to open the files using the same OS as you used in backing up files. I learned this the hard way. All of the other "professional advise" is bunk!
