hdd led light not blinking

I have cpu, no graphic card and 4 gb ram with 500gb hdd. A few days ago there was fire in the electric wiring in my building and the power fluctuated for 10 sec before it went off. As I have no UPS, my pc shut down immediately. When the power was restored I switched on the pc but it didn't start.i thought the power supply got damaged during the fluctuations. After 2 days before going to repair centre I tried again to switch it on and it did . Cpu fan, external fan and power supply fan all were running fine. And then after 10-20 sec cpu fan speed was maximum but pc didn't boot. There was no blinking on HHD LED. And also Cd/dvd drive do not open. Can someone help me with my problem.

Can you use another pc to test the hdd, dvd and graphics card?

You should dismantle it and check every bit visually and with your nose. Anything looks or smells odd replace. I think you should replace your power supply anyway.
