Buy the looks of it its the antivirus, its hogging disk I/O which is slowing down all your drivers and programmes from loading.

Personally I'd uninstall it and activate Microsoft Security Essentials (aka windows defender) and Malwarebytes Antimalware.
Why 2? You say, well its better than one, and these don't constantly hog system resources, only usually during scans you might expect it, and it still gives brilliant protection! I use them both myself and there free, malwarebytes does have a paid version but the free one works well too :) and you can trial the pro version, I do also recommend buying it to support the devs and get the scheduleding feature. :)

On windows 8 and 8.1 windows defender is already installed and should become...

With specs like that I see no reason for that slowness. Are you sure your antivirus isn't hogging system resources? And how much free space is left on the hard drive? Also try defragging it :)

As you said it was a fresh install of Win8.1, have you installed any more programs other than the antivirus?

On windows 8 and 8.1 windows defender is already installed and should become active as soon as you uninstall your current antivirus and malwarebytes can be downloaded here :) https://www.malwarebytes.org/free/

check BIOS settings for your hard drive? mine was taking 2-3 mins to boot fully after reinstalling on a new drive. can't remember what it was i changed in BIOS (about a year ago), but it fixed it, whatever it was.

just had a look. i think it was "SATA port native mode" that wasn't enabled in my BIOS which made it think it was reading a legacy IDE drive.
you didn't state your motherboard make and model, so it may be called something else in yours.
