Turns on, no POST...help needed

This is my first computer build,and the problem right now is my computer won't connect to the monitor/get to the POST screen. Computer Specs(All new parts):
CPU-Intel Core i5-4670K
Cooler-NZXT Respire T40 68.8 CFM Sleeve Bearing CPU Cooler
MOBO:Gigabyte GA-Z87X-UD4H ATX LGA1150 Motherboard
RAM:Corsair Vengeance 16GB (2 x 8GB) DDR3-1600 Memory
SSD:Samsung 840 EVO 250GB 2.5" Solid State Disk
Hard Drive:Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive
Video card:EVGA GeForce GTX 770 2GB Superclocked ACX Video Card
Case:Corsair 550D ATX Mid Tower PSU:EVGA SuperNOVA 750W 80+ Gold Certified Fully-Modular ATX Power Supply
Optical drive:Asus DRW-24B1ST/BLK/B/AS DVD/CD Writer
The monitor uses VGA/DVI cords

The first time I started it up, it tried booting for about 5 seconds then reset, and it would repeat that forever. On the motherboard there was an LED code/number (15), which I believe meant there was a problem with the RAM. I switched the RAM around, and the LED number went away. I also changed the front panel around because they were in the wrong spot. After this the computer now turns on, the LED power button on the outside and on the motherboard light up. All the fans turn on (GPU fan,CPU fan, and four other fans) There is a little BIOS LED that turns on it alternates from main BIOS to backup BIOS. However it never connects to the monitor and runs the POST screen. I bought an internal speaker to find out if there was a specific problem, however there are no beeps made.
 
Solution
When it asks for proper boot device, my understanding is because the OS isn't installed so it can't find it. If you can, I'd suggest getting that installed, then get your graphics card drivers installed too.

Post most commonly outputs a single beep, have you checked to see if the mobo vendor has provided info for no beeps?

And try reseating all the hardware, that may help. And is the drive active light flashing at all?

Troubleshoot by process of elimination. First try booting it with only enough stuff to boot it. No video card, one stick of ram, no drives hooked up...you get the idea. Then add components until you find the problem. With that said, chances are that it just is a connection problem and reseating the components will fix it.

Napster100 I looked at the drive active light and it is on although a little dim, but I assume that is ok. Also I don't know if the problem is no beeps, or if the mobo speaker just isn't working. I bought it separately, and from the start it never made any beeps. hans I am going to try that method throughout this weekend; I believe the specific name for that process is breadboard. I'll get back to you guys, and see if i can find the problem.

Okay, try what Hans_pcguy said, try booting with just the core hardware needed, just the the mobo, CPU, PSU and RAM. It may be a graphics problem so DO NOT plug in your GPU yet, just use the terrible onboard graphics.

Make sure you have applied thermal paste to the CPU and the heat sink is tightly fitted.

Alright so I have been working on it recently, and I got it to POST and into BIOS...I have to figure out all this stuff now I have no idea about it. Unfortunately it is only working without my graphics card...any ideas as to why my graphics card won't work with it. The LED code that pops up is AE which means boot to Legacy OS. Both sticks of RAM now work,and also my CPU temp is at 44C I found that most people have theirs at 30C when it is idle. I have four fans and a cpu fan is it ok to be that high?

Yeah it's usually fine till you start getting 60C+ then you should look into it. Legacy mode suggests SATA to me meaning in the BIOS you should change the SATA mode to Legacy or IDE, but since you put graphics cards in the PCI port, I don't see why this should be a problem..... But try anyway I guess, the worst thing that would happen is your OS won't boot, which in that case you could just change the setting back.

If your OS is already installed, you'll need to backup any important stuff on there and reinstall after changing the SATA mode. Theres should only be 2 SATA modes avalible (sometimes three which is RAID but not very common on home PCs), so if IDE or Legacy isn't there, just select the other one, though it's usually called one of those two, however I've heard it being called another word which I can't think off of the top of my head.

But I recommend AHCI, due to the slight increase of speed and hot-swap capabilities, but if its due to compatibility issues then of course you have no choice.

Just a quick update at one point I was able to get the graphics card to work to the point where the code A6
was projected. This means Detect and install all currently connected SCSI devices, also on the monitor the message " Reboot and Select proper Boot Device or Insert Boot Media in selected Boot device and press a key"
I do not have Windows installed yet I just bought the disk(Windows 7 home premium 64bit) because I heard you just needed to install windows to fix the problem. However now after putting in the disk I receive the same message along with the error code AE which is boot to legacy OS. Any recommendations would help.
At one point there was an error message where it said it was out of range, but I only received it twice, and haven't seen it again.Also I can be on the BIOS screen, but right when I click on "Load optimized defaults then boot" the code AE appears and the Reboot and select proper boot device. Also the SSD is in the right order for boot up.

First off I just wanted to say thanks napster for all the help you have been. I finally completed building my 1st computer and just installed windows minutes ago. It turned out I never connected a SATA cable to by CD drive, so it wasn't reading the disk inserted...my bad. It only took me 25 days, but I finally got it, and thanks again!
