How hot should my cpu be running?

Hey guys, so my computer was making loud crackling noises yesterday, it sounded like something was getting knocked around the fan. So I unscrewed my fan, heat sink, and liquid cpu cooler and dusted everything I could with a duster can. I'm still not really sure what the crackling noise what, but it's stopped since then. There was a lot of dust between the coppor colored thing of the liquid cooler and the CPU, so I brushed all that dust off. But now everytime after maybe 4 minutes into playing Dark Souls 2 my computer shuts off silently, and it immediately shuts down when I try to turn it back on afterwards. After awhile I figure out that the computer's good after a couple minutes of it off, and I can only do things like surf the web but nothing intensive as playing games or else it shuts off silently again. My first guess would be that it's overheating so I downloaded Core Temp and CPUID HWMonitor to check my temp and googled around to check what the recommended safe temperature for CPU should, which people say is never over 62*C, and right now my CPU is 77*C idle, 80*C while using Firefox. Max I've seen is 83*C. I haven't checked what the temp is with Dark Souls 2 running. I have a liquid cooling system with one fan that came with the pre-built pc setup, but I have no idea what brand/model type it is. So I guess my questions are: how bad is it, what should I do, is overheating the problem?

Solution
That 'dust' was there for a reason. It's thermally conductive paste (though it sounds like it dried out).

You'll need to pick up some new stuff.

That CPU shouldn't be going over ~65℃. Shut it down until you can get some new paste.
