Solution
I've got the same situation on a Dell XPS desktop. In my case at least it is functionally part of the Dell 1703 1/2 high Network wireless card. I do NOT use the wireless either.

There appears to be 3 parts to BT, the device (I can disable it), the app and the service. I can disable to the service, and tell the app NOT to put itself on the Systray. What I can NOT stop is BT starting up. BtvStack.EXE (2 of them) that run at startup. As long as the Service is running the app starts BT appears to be active, so it seems stopping the service will turn off most of BT but not all of it?

You can keep wireless enabled while disabling bluetooth by going into the desktop interface and then right clicking the window icon (used to be start button), then control panel-> network settings and then choosing 'change adapter settings'. Right click on the bluetooth icon and choose 'disable'.
