What are you CPU and GPU temperatures like? Overheating is an often overlooked cause of slowdowns / lockups /etc.

If you CPU is in fact running at 98C, it's overheating. That will cause the CPU to throttle to a much lower clockspeed which you'd see as lag. It's a wonder you haven't experienced any crashes.

First check if the CPU fan is spinning. If it is, check to see if your heatsink is full of dust and cruft. If it is, use compressed air to blast it out. Be sure to hold the fan blade on the fan so that it doesn't spin as this can damage the fan.

If after all this it's still overheating, then you may have to reseat your heatsink. Not sure of your technical abilities, so if you need further instructions on this, just ask if you get this far without fixing the overheating problem.

If the fan is spinning and cleaning the dust out of the heatsink fixes your problem, then there is no need to reseat the heatsink.

If you do need to reseat the heatsink, be sure to clean the old paste off of the heatsink and the CPU heatspreader before applying new thermal paste.

Let me guess, Intel stock heatsink with the craptacular push pins right? Worst design ever.

Glad you got it all sorted out.
