CPU cooler recommendations

Is there any CPU cooler quieter than stock LGA 1155 ? The well known Coolermaster Hyper 212 Evo receives a lot attention for it's low price, but is it quiet ? I have the regular corsair vengeance RAM, and I regret not getting the low profile ones. It's such a hassle to find a quiet cooler that fits.
Sure, I could go with liquid coolers which would fit, but they are quite pricey especially since I'm not overclocking.

So is there a quiet CPU cooler that fits with the Corsair Vengeance ?

Can you turn down your fan RPM? I have the Intel stock cooler, and after turning the speed down a bit, I can barely hear it, and it still does its job fine. Then make sure you have good case airflow to remove the heat thrown off by the CPU cooler. When you get to overclocking, you'll want something more than the stock cooler.
