if you have spyware on your computer it can be, also if its on some online storage its more vunerable. but if you dont have any spyware and you dont put your files on the internet they should be safe

If he really says "anyone can access your files", ask him to prove it by going over to his house and have him access the files on your computer.
While there are ways (spyware and viruses) that can make your files vulnerable to a few people, not everyone has the knowledge and ability to access your files.

I'm told that the spooks do have backdoors and zero-days that let them do most of that stuff. However, I would imagine that they only go to that length with serious reason.
