Tv Cards are small cards that go into PCie slots, they're used to receive television signal, from the house's antenna. The card receives the signal and compresses, decompresses, converts, etc, in order to make the signal readable by the computer.

It just adds a TV tuner to your system and makes the output available to the video and sound outputs on the PC. It basically adds a TV function to your computer. Usually the software comes with the capability to record)like a DVR).

I wouldn't say it's for the installing on a mobo especially, more like a TDX box, which you can set up tv channels for a whole flat complex.
I've had some experience with setting up anolog and satellite antenns you use the card on a output signal:
PAL, QAM, COFDM or IP module which have a slot for tv cards,
installing a tv card on to your mobo will allow you to tune in tv signals.
