Craziest Windows 7 Permission Issue

Okay so very recently I noticed an issue on my PC that has to do with permissions. For example, I created a shortcut to a game on my desktop, when I move this shortcut to a different folder it becomes broken. When I go into the file's properties I see that it no longer has any groups or users listed that are allowed to modify the file. This happens to all files that I move and some even do this on the desktop. My user is an administrator and the only user on the PC. Please help! It's very annoying and is messing up files, thanks so much!

Possible cause that comes to mind is a virus/malware infection that's modified the default security permissions...

1. Scan for virus/malware with your fully updated antivirus, Malwarebytes, and if necessary do an Online Virus Scan.
2. After that reset default files, folders and registry permissions following the instructions on the video.
