Graphics Card or Monitor Issue

I've got a two year old LG monitor and a AMD Radeon 7850 2GB MSI graphics card and I've noticed that when playing games, Rage for example, when moving the mouse or my character in game there are like large rectangles of the image that stick ever so slightly as I pan around. It's present throughout the game and other games as well. It is tough to describe but the image itself is intact, but it is just distracting that I don't get a clean image when my character is in motion. It is almost as if there's a cookie cutter that has been used to cut out shapes in the image which, again - when panning around, stick or delay ever so slightly.

Is this an issue of having a bad monitor? Or is it something to do with the graphics card? I've been curious but haven't been able to find an answer - probably because I don't really know how to describe it.
