Corsair link not working

I have the the fans set to 2000+ on my link but my 3770k is doing 30-40 on idle at 3.9GHZ


Note: when I was using windows 8.1 ( I am going back down to 7) I was getting 25 - 31 idle



Please help

Currently I'm using 7 but I'll try the beta one later (as I have to get some sleep)
