New build, no analog audio and a low squeal from speakers

Just completed a new build and I have no audio coming from the back audio jack or the headphone jack on the front. I can, however, get audio from the HDMI jack on my gpu when I run it to a TV. There is a low squeal that comes from the speakers when they are hooked up. The squeal changes some based on if the computer is busy. Same squeal from the headphone jack too. I've tried updating the motherboard's drivers and bios, as well as uninstalling the audio drivers and using the window's drivers. I've tried other speakers as well. Additionally I tried formatting the computer (no sound) then updated the motherboard drivers (still no sound). The squeal is even louder once I shut down the computer.

So, am I looking at a bad audio chip on the motherboard? I know this isn't common, but I am at a loss.

i5-4430
AsRock B85 Pro4
8 gb G.Skillz RipjawsX
Corsair CX430
Zotac GeForce 550 Ti Multiview

EDIT: I just realized there is audio coming through. It is very faint and nearly drowned out by the squeal, but the sound is there. It sounds distant, like it's through an old am radio or something. I've checked all the volume levels in Volume Mixer and have uninstalled the Realtek volume control to be sure they weren't conflicting. Have also unplugged my front audio header for the headphone jack to rule that out.

Check to make sure your front panel audio header is connected correctly. As a troubleshooting step disconnect the front panel audio and try it from the audio jacks on the back again and see what happens

When I connect the HDMI it sends the audio to the TV as well.

then i assume you are using your TV as the main monitor via HDMI cable. try plugging in a pair of headphones, and see if your PC plays audio (through headphones). if still no audio right click on the speaker icon and select "playback devices" choose the headphone icon (or different devices). see if you get audio. if you do then it was a settings thing.

i think the squealing wont stop as long as you are using the audio (via HDMI). digital signal works abit different from analog

No luck. I now have it disconnected.

While listening for a sound when rebooting I did, however notice there is sound. It is extremely faint and is almost as quiet as the squeal. The squeal is far louder when I turn off the computer too. I have checked all the volume levels in Volume Mixer and everything is maxed out (so is the speaker volume)., and the realtek audio thing is uninstalled.

No, hooking it to the tv with hdmi was just to see if the audio signal would play fine through a digital connection. My monitors are hooked up through DVI normally. Neither the front nor back audio outputs work. They are definitely the active playback device.

I just realized that there is sound, but it is very very faint. It almost gets drowned out by the squeal, but it is there. I have checked the levels in Volume Mixer, and everything is maxed out (including the speakers themselves). The squeal also gets louder when I power down the computer too.

ok, i see.
then its most likely the board itself, as you had suspected.
